Celebrating 40 Years of Excellence: The Journey of BopCons in South Africa’s Civil Engineering Sector

In 1984, two visionaries—Bryan Westcott and Andrew Vos—set out on a journey to create what is now one of South Africa’s most respected civil engineering companies, BopCons. From its early days as Bryan Westcott Construction cc, this pioneering venture has grown into a leading player in the infrastructure development space, contributing to projects across urban and rural South Africa.

The Early Days and Strategic Growth

Initially, BopCons focused on smaller projects, including road widenings, drive-throughs, and parking areas. In 1998, the company transitioned to Bryan Westcott (Pty) Ltd, a move that set the stage for future growth. By 2006, the company rebranded as Bophelong Construction (Pty) Ltd, reflecting its evolution into a key player in South Africa’s civil engineering landscape.

During the 1990s, BopCons expanded its capabilities, taking on labour-intensive construction projects in previously disadvantaged areas. These initiatives, which included upgrading roads in urban and rural communities, paved the way for future expansion and solidified BopCons’ role in shaping South Africa’s infrastructure.

Major Contracts and Continued Expansion

A turning point came in 2004 when BopCons secured a significant contract with the Johannesburg Road Agency to upgrade roads in Sandton for the World Summit on Sustainable Development. 

This project was a major milestone in BopCons’ journey, allowing the company to mature into a contractor capable of handling larger, more complex infrastructure projects. By 2008, BopCons was part of the Siyavaya Joint Venture for the Gauteng Freeway Improvement Project managed by SANRAL in preparation for the 2010 FIFA World Cup. BopCons’ share of this contract amounted to R270 million, highlighting the company’s ability to deliver on large-scale national projects. During this time, BopCons also worked on municipal contracts for Johannesburg, Tshwane, and Ekurhuleni, contributing to the construction of Bus Rapid Transit (BRT) routes and upgrading roads in townships. 
In addition to these urban projects, BopCons expanded its reach into the mining sector, working on significant infrastructure developments in Rustenburg, Thabazimbi, and Burgersfort. These projects showcased the company’s versatility and capability to diversify its portfolio.

Adapting to Change: Post-2010 Growth

The post-2010 era was marked by continued growth for BopCons. The company became a preferred contractor for Johannesburg, Tshwane, and Ekurhuleni, continuing its work on BRT lanes and township road upgrades. 

Further expanding its client base, BopCons secured projects with Sasol at both their Secunda and Sasolburg plants.

Overcoming Challenges: The Impact of COVID-19

In 2020, like many businesses, BopCons faced unprecedented challenges due to the COVID-19 pandemic, resulting in a 60% decline in turnover. For the first time in its history, the company was forced to retrench staff. However, by 2021, BopCons began a rebuilding process, and four years later, the company returned to its pre-COVID turnover levels, demonstrating its resilience and adaptability.

Looking to the Future

As BopCons rebuilds, it has diversified its client base, moving beyond traditional metropolitan projects into new sectors such as coal and platinum mining, as well as industrial clients. Additionally, BopCons has expanded its operations into the Western Cape, working with the provincial government and the City of Cape Town, where the company sees significant opportunities for growth.
In 2012, Bryan Westcott passed the CEO position to James Popper, who had been with the company since 1996. Under James’ leadership, BopCons continued to thrive, and in 2022, Khotso Makokotlela—who had been with the company since 2004—was appointed as the new CEO.

A Commitment to Empowerment and Transformation

Over the years, BopCons has transformed from a 100% white-owned business to a more than 51% black-owned company with a Level 1 BBBEE contributor status. This transformation is a testament to the company’s commitment to empowerment and diversity, ensuring that it remains a leader in South Africa’s civil engineering industry. As a CIDB Level 9 contractor, BopCons is poised for continued success, ready to capitalize on future market opportunities.
